Where Did Roulette Begin?

When I began researching roulette, I expected to find one inventor, one country and one dependable starting date.

Instead, I found a warning.

In a University of Nevada, Las Vegas paper, mathematician Stewart Ethier cites historian Wayne Barnhart’s description of roulette history as a “scholarly disaster”—a field in which unsupported claims can begin to look factual after enough writers repeat them.

That warning shaped my approach. Where the evidence is firm, I treat it as history. Where it becomes legend, I say so.

Roulette took its recognisable form in eighteenth-century France, but no single nation supplied every part. Italian number games demonstrated how one result could settle the wagers of a crowd. British records reveal related spinning-wheel games. France joined numbered betting to a structured layout and croupier-controlled wheel. Germany commercialised the single-zero game, Monaco turned it into a spectacle, and America developed its own more aggressive form.

Roulette is French at its centre, but international in its construction.

The Pascal Paradox: How a Mathematical Word Became a Casino Myth

The most familiar story says that Blaise Pascal accidentally invented roulette while attempting to build a perpetual-motion machine.

My research led to a more convincing explanation.

In 1658, Pascal worked on the cycloid: the curve traced by a point on the rim of a circle as the circle rolls along a straight line. In French mathematical writing, this curve was also known as a roulette. Pascal published work on it under the name Amos Dettonville.

He was studying geometry—areas, centres of gravity and the motion of a rolling circle. He was not describing a casino table.

The shared word appears to have allowed two separate histories to become tangled. Pascal’s documented work on the roulette was gradually transformed into the unsupported claim that he invented roulette.

He belongs in the mathematical background to the game. I found no contemporary evidence that he designed its numbered rotor, betting layout or banking rules.

Hoca: The Crowd Before the Wheel

To find an important part of roulette’s betting structure, I had to look south to Italy.

The Italian game hoca, or hocca, used a board divided into 30 numbered squares and a bag containing 30 matching balls. Players covered one or more numbers before a ball was drawn.

The 1766 French Encyclopédie states that as many as 100 people could bet simultaneously. The banker paid 28 times the stake despite there being 30 possible results, preserving two outcomes’ worth of advantage for the bank. It also records that Italians brought the game into France.

Hoca was not roulette. There was no rotor and no ball circling a track.

What it supplied was the financial blueprint: a communal layout, a large crowd, one random result and a payout deliberately lower than the true odds.

One number could settle a roomful of different hopes.

What the game still lacked was movement.

Roly-Poly: Britain Criminalises the Spin

That mechanical element appears in British records.

The Gaming Act of 1744, which took effect on 24 June 1745, referred to “a certain pernicious game called roulet or roly-poly” and penalised people who kept premises for it. The Act said gambling houses drew young and unwary people into losing much or all of their property.

The law does not preserve a complete modern ruleset, so I would not claim that roly-poly was identical to roulette.

It does prove that a closely related wheel game had become prominent enough to alarm Parliament.

Italy had developed collective numbered betting. Britain supplied a documented tradition of spinning-wheel gambling. Across the Channel, Paris provided the environment in which those ideas could become a permanent game.

Paris: Where the Pieces Become Roulette

In 1776, more than 200 people regularly assembled in a house on rue Saint-Honoré, beside the Café de la Régence, to play la belle, a game derived from roulette and biribi.

That figure changes the historical picture. This was no longer merely a private diversion for a few aristocrats. A numbered banking game could occupy an entire house and attract a crowd large enough to require organisation, surveillance and a permanent bank.

The authorities prohibited gambling, raided unlicensed rooms and punished organisers, yet at times tolerated selected establishments because officials believed monitored houses were safer than completely clandestine dens. The result was an uneasy contest between law, public demand and state revenue.

Jacques Lablée’s La roulette, ou Histoire d’un joueur, published in 1802, then supplied an early detailed literary description of the game. Historical scholarship identifies pages 26–31 as a precise account of roulette as it was played at the turn of the nineteenth century.

France gave roulette its recognisable identity: a numbered cloth, defined combinations, a bank, a croupier and a wheel whose single result settled every wager on the table.

What Were Players Actually Watching?

Every player placed chips on the layout, but the layout did not always provide the reason for the choice.

Most recreational players probably thought through the cloth: a favourite number, a birthday, red or black, a dozen, a column, a recent winner or a number believed to be due.

More experienced European players could think through the physical wheel order. Neighbours of zero, thirds of the wheel and orphans cover rotor sectors even though their numbers are scattered across the rectangular layout.

A smaller technical group studied the machine itself. They recorded outcomes, watched landing areas and looked for mechanical tendencies.

The distinction became one of the clearest insights from my research:

The layout organised the bet; the wheel inspired the belief.

The Blanc Brothers’ Commercial Ambush

By the 1840s, roulette’s next major chapter had moved to Bad Homburg.

French brothers François and Louis Blanc became associated with the casino operation there. Rather than inventing single-zero roulette, they turned it into a powerful commercial offer.

Removing the double zero reduced the house edge on ordinary wagers from approximately:

  • 5.26% on a 38-pocket wheel;
  • to 2.70% on a 37-pocket wheel.

This was not an act of generosity. It was competitive strategy.

The Blancs could advertise a game that consumed players’ money more slowly than rival double-zero tables. Around it they built a wider resort experience involving accommodation, spa culture, music and social status.

Bad Homburg’s annual visits rose from roughly 4,500 in 1845 to more than 12,400 by 1865. Those figures count resort visits rather than confirmed roulette players, but the casino stood at the centre of the town’s growth.

When Prussian law eventually ended gambling at Bad Homburg in 1872, François Blanc had already secured a new base in Monaco.

Monte Carlo: The Wheel Becomes Theatre

François Blanc received a 50-year Monaco casino concession in 1863.

He did not merely move the roulette tables south. The casino became part of a deliberately connected destination of hotels, gardens, restaurants, entertainment and transport. The surrounding district took the name Monte Carlo in 1866.

By 1869, more than 170,000 tourists were visiting.

Inside the gaming room, the mechanics of the game became ritual.

The croupier invited wagers. Chips accumulated across the cloth. The ball travelled against the rotor. Betting closed. The room waited for the final bounce. Long rakes then separated the winning chips from the losing ones.

The drama did not depend on one enormous bet. It came from many private decisions being resolved in the same public instant.

France had created the game. Germany improved its commercial mathematics. Monaco perfected its performance.

The Devil’s Wheel and the Inner Life of the Player

The numbers from 1 to 36 add up to:

That coincidence gave roulette the nickname the Devil’s Wheel and inspired stories that François Blanc had obtained his success through a supernatural bargain.

I found no evidence that the story was anything more than folklore. Its survival is nevertheless revealing: roulette repeatedly encourages people to turn arithmetic into a story about fate, punishment or hidden intention.

Fyodor Dostoevsky captured that psychology more powerfully than any casino operator.

His own roulette experiences informed The Gambler. In October 1866, he worked with stenographer Anna Grigoryevna Snitkina under an exceptionally tight publishing deadline. He dictated during the day, worked late into the night and completed the novella with only hours remaining. Anna later became his wife.

The pressure mirrored the subject. Dostoevsky was writing about people who could no longer separate money, emotion and the next spin while his own financial and literary future depended on finishing the manuscript.

He gave roulette what the wheel itself could not: the inner voice of the player.

The American Eagle: A Harsher Wheel

American roulette did not immediately settle into today’s 38-pocket format.

Nineteenth-century American materials document wheels containing 0, 00 and an Eagle alongside the numbered pockets. Surviving examples include layouts numbered 1 to 28 with all three house symbols.

The Eagle functioned as another result favourable to the bank, making the game harsher than modern double-zero roulette.

It eventually disappeared while 0 and 00 remained.

I found no dependable evidence that organised public resistance forced its removal. The historical record supports a simpler conclusion: American roulette was still evolving, and the 38-pocket version eventually became the durable commercial standard.

En Prison: The Rule That Halved the Edge

European roulette also developed a rule moving in the opposite direction.

Under modern French regulations, when zero appears on an even-money wager, the player may take back half the stake or leave the entire wager en prison for the next spin. A winning imprisoned wager is released without profit; a losing one is taken by the bank.

Under the half-return option, the expected loss is:

1 ÷ 37 × ½ = 1 ÷ 74

That is approximately 1.35%—half the ordinary 2.70% single-zero edge on qualifying bets.

This is a genuine improvement created by the rules. It is not a staking system pretending to change the mathematics.

Man Versus Machine: Jarecki and the Physics of Chaos

Most roulette systems rearrange the stakes without changing the expectation of a fair wheel.

Richard Jarecki studied something else: the machine.

The German-born American doctor, his wife Carol and their helpers recorded tens of thousands of outcomes from individual European wheels. They searched for persistent tendencies caused by imperfections or wear, then returned when a wheel appeared to favour particular numbers or sectors.

Reports credit the operation with winnings exceeding $1.2 million before casinos improved their countermeasures.

Jarecki did not ask which number was due. He asked whether one particular wheel was behaving differently from the mathematical ideal.

Michael Small and Chi Kong Tse later examined the same problem through physics. In their 2012 paper in the peer-reviewed journal Chaos, they showed that measurements of ball and rotor position, velocity and acceleration could narrow the likely landing region enough to produce a positive theoretical return under controlled conditions. They also found that a slight slant could create a pronounced bias.

Roulette is unpredictable in ordinary casino play, but it is not supernatural. It is a physical system.

The Precision Counterattack

The success of bias hunters gave manufacturers a clear problem: build wheels whose tiny imperfections could not become a player’s advantage.

British company TCSJOHNHUXLEY traces its equipment history to 1973 and introduced what it describes as the first low-profile roulette wheel in 1982. Its modern products can incorporate number detection, drop-zone detection, inclinometers and wheel analytics.

Bill Cammegh made his first roulette wheel in Kent in 1989. Cammegh still manufactures its wheels in Bethersden and supplies markets including Monte Carlo, Macau, Las Vegas and Australia.

Italy’s Abbiati family has manufactured casino equipment since 1976 and uses CNC machining in roulette-wheel production to improve precision and consistency.

The history comes full circle.

Italian numbered betting and British wheel traditions now meet inside modern engineering designed to eliminate the mechanical weaknesses earlier players exploited.

My Conclusion

My research did not reveal one inventor standing beside a completed roulette wheel.

It revealed a chain of contributions.

Italy supplied a model for communal numbered betting. Britain documented related wheel games. France created recognisable roulette. Germany transformed the house edge into a competitive tool. Monaco turned the game into theatre. Russia supplied its psychological voice. America tested a harsher format before standardising double zero. British and Italian engineers later refined the machinery.

The people around the wheel changed as well: nobles, officers, merchants, women, writers, tourists, system players, doctors, engineers and modern online players all became part of its history.

Roulette still rests on one simple event:

A ball falls into a numbered pocket.

Everything surrounding that moment—law, mathematics, mythology, tourism, psychology and engineering—is anything but simple.
